NAFTA is often held responsible for things that could not be its fault. In 1999, the Christian Science Monitor wrote about a town in Arkansas that it would “collapse, like so many NAFTA ghost towns that have lost jobs in the needle trade and in production in places like Sri Lanka or Honduras.” Sri Lanka and Honduras are not parties to the agreement. Applicants for distributor status must complete an application for merchant/investor status [IMM 5321 (PDF, 1.41 MB)] in addition to applying for a work permit. U.S. Trade Representative Robert Lighthizer said the Trump administration`s goal was to “stop the haemorrhages” of trade deficits, plant closures and job losses, pushing for tougher labor and environmental protection measures in Mexico and removing “Chapter 19 of the Dispute Settlement Mechanism” – a Canadian favorite and a thorn in the side of the U.S. wood industry. Analysts agree that NAFTA has opened up new opportunities for small and medium-sized enterprises. Each year, Mexican consumers spend more on U.S. products than their counterparts in Japan and Europe, which means the stakes are high for entrepreneurs. Trade with Canada has also been improved, but the passage of the trade agreement has not had such a significant impact on the already liberal trade practices that America and its northern neighbour have complied with.) Chapter 16 facilitates the temporary entry of citizens of the United States, Mexico and Canada whose activities are related to trade in goods or services or investments. NAFTA is a reciprocal agreement and Canadians will receive similar treatment when they enter the United States or Mexico. Chapter 16 is not a substitute, but complements our existing general provisions. A U.S. or Mexican business person wishing to enter Canada may be considered in accordance with NAFTA and general provisions applicable to all foreign workers. Clinton signed it on December 8, 1993. The agreement came into force on 1 January 1994.   At the signing ceremony, Clinton paid tribute to four people for their efforts to reach the historic trade agreement: Vice President Al Gore, Council of Economic Advisers Chair Laura Tyson, National Economic Council Director Robert Rubin and Republican Congressman David Dreier.  Clinton also said, “NAFTA means jobs. U.S.
jobs and well-paying American jobs. If I didn`t believe it, I wouldn`t support this agreement.  NAFTA replaced the old Canada-U.S. free trade agreement.
